SECTION III-EMPLOYEE TRAINING - GROSSMONT COLLEGE


  1. Handling Hazardous Materials and Wastes:

    All new District employees are given training consisting of "Right-to-Know" and "Safety Tip" employee training program prepared by the San Diego County Office of Education. (Copy attached)

In addition, annual refresher training is provided for those employees working with hazardous materials in accordance with the Hazard Communication Standard (OSHA-20CFR 1910.1200(h)).

  1. Introduction to Grossmont-Cuyamaca Community College District Written Program (Policies, intentions and responsible persons).

  2. How to read MSDS's.

  3. How to read labels

  4. Location of MSDS's and Written Program.

  5. Where hazardous chemicals are stored.

  6. How the chemicals are used in the workplace and where

  7. Methods or observations used to detect chemical releases or presences.

  8. Physio-chemical properties of the substances.

  9. Associated physical and health hazards.

  10. Protective methods to prevent exposure.

  11. Details of District labeling systems.

  1. Coordination with Emergency Response Agencies:

All persons working in areas where hazardous materials are used or stored have been trained to call 911 during emergencies, followed by a call to the Risk Manager or available emergency contact person.

The District Risk Manager (or designated emergency contact person) may, in turn, choose to call fire, police or HMMD as required.

In all cases, the District Risk Manager (and/or one or more of his qualified agents) shall report to the location of the emergency with a copy of the Emergency Response Plan to render assistance to and coordinate actions with the responding agencies.

  1. Implementation of the Emergency Response Plan:

During their annual refresher training, those employees working with hazardous materials are made aware of the various provisions of the Emergency Response Plan.

While all employees are kept aware of emergency evacuation routes and procedures by posted signs and drills, those employees who are responsible for reporting to specific areas to perform important tasks receive additional activity training as appropriate.

SECTION III - EMPLOYEE TRAINING DESCRIPTION

The following describes the employee training provided for all employees that handle hazardous substances.

  1. Training Topic - Procedures for handling hazardous materials, including hazardous wastes:

  • Persons Trained: All Employees

  • Training Time: 2 hrs    Refresher Frequency: Annual   Refresher Time: 1 hr

  • Training Content: Proper procedures for hazardous waste storage, handling and labeling. Review proper methods for all hazardous waste disposal and recordkeeping requirements. Review MSDS's and safety procedures for materials handling.

  1. Training Topic - Procedures for coordination with emergency response agencies:

  • Persons Trained: E. C. C. L. O. alternates, Liaisons Officer Alternatives and Emergency Coordinator

  • Training Time: Refresher Frequency: Annual Refresher Time:

  • Training Content: Review of Emergency Response Plan and emergency notification procedures to ensure coordination with the local fire department, paramedics and other emergency response agencies.

  1. Training Topic - Use of emergency response equipment and materials under the business' control:

  • Persons Trained: Staff Assigned Emergency Management Response Plan Functions and Risk Management Office Staff.

  • Training Time:       Refresher Frequency:       Refresher Time:

  • Training Content: Monthly inspection and maintenance of safety equipment (fire extinguishers, eye-wash stations, disaster preparedness kits, first aid kits), and review of procedures for proper use of safety and spill control equipment.

  1. Training Topic - Emergency Response Plan implementation:

  • Persons Trained: Those who store or use inventoriable materials and Emergency Haz. Material Team

  • Training Time:       Refresher Frequency: Annual       Refresher Time: 8 hr.

  • Training Content: Review of emergency response plan, evacuation procedures, location of emergency shut-off switches and specific responsibilities of all employees.
