  • Ensuring Medical, Health and Safety and Utilities are Staffed.

  • Managing Campus Patrol

  • Managing Traffic Control

  • Managing Field Incident Command

  • Managing Search and Rescue in Coordination with GC EOC

  • Managing Perimeter Access Control/Site Security

  • Mutual Aid and Multi-Agency Response Coordination

  • Keeps Grossmont EOC Manager informed of Response Team Activities

  • Evaluates Operational Information and Determines Priorities

PROCEDURES

TIME/DATE

EMERGENCY RESPONSE:  

Report to and set up the Cuyamaca Command Center. Set up a sign in sheet for other members of the Command Team. Immediately get the status on emergency conditions and situations. Check in by telephone, cellular or radio with the Operations Team Leader or the Police at the Grossmont Campus EOC. Check communications for the Cuyamaca Command Center, including radios, telephone, cellular, and fax. Establish command and take charge of the Cuyamaca Campus site.

 
Establish a communication protocol and dedicated telephone, radio or cellular channels for your on-site operations and with the Grossmont EOC. Assign a volunteer to listen to the radio and/or answer the telephones for you.  
As others arrive, set up the other positions in the command center-medical, health and safety, and Building and Utilities.  
Start prioritizing all events, incidents, requests for assistance and operations. Determine what is most important based on the following:

• Life Safety-protection of lives and injury

• Protection of Property

• Containment of Hazards-protection of District Staff and the public

• Evacuation of all people not involved in the emergency response from the campus

• Information Center for media and others

 
Direct the Medical position to set up a first aid center on campus. Assist with assigning volunteers to assist with staffing the medical center.  

Direct the Building and Utilities teams to begin safety inspections. Get a report on every building and facility on campus. Forward the report to the Grossmont Campus EOC. Request engineering inspectors and other assistance if the buildings are damaged and/or unsafe.

 
Direct the Health and Safety position to assess the campus for health and safety conditions. Have Building and Utilities or police officers cordon off and restrict access to any unsafe areas on campus. If the building and classroom appear undamaged and are needed to shelter people, have the Health and Safety person check for safe occupancy. DO NOT ALLOW PEOPLE TO OCCUPY A BUILDING OR ROOM THAT IS DAMAGED OR HAS INTERNAL HAZARDS.  
Keep track of and provide the number of units, number of officers, current locations and assignments and type of equipment available to the Grossmont EOC. Also get the number and status of all Fire units on-site and continue tracking fire resources and assist fire operations, as needed.  
Request assistance for all operations at the Cuyamaca Campus. If the Grossmont Campus cannot provide assistance, they will call for help with other agencies. If unable to reach the Grossmont Campus EOC, call 9-1-1 or send a representative to the closest fire station and/or sheriff's substation.  
If not already done, request any needed fire first responders from San Miguel Fire Department. If fire incidents are major, request a Fire Department representative for the Cuyamaca Command Center.  
Continue to keep status of all committed units, and potential personnel needs. Also, determine 12 hour shift manpower and assign shift staffing. Maintain communication with the Grossmont EOC and direct communication with other agencies on site.  
If Grossmont is not affected, the EOC Manager and other EOC staff may arrive to assist you at the Cuyamaca Campus.  
For any major emergency, assume the campus is closed. Take appropriate measures to ensure that all people not needed for emergency operations are advised to leave. Post signs at entrances and major buildings, if needed.  
If the media arrives on campus, assign a police officer or other employee to escort them as needed. Request a public information officer, if needed, DO NOT GIVE OUT ANY INFORMATION REGARDING DAMAGE OR VICTIMS TO THE MEDIA. REFER THEM TO THE EOC MANAGER FOR FURTHER INFORMATION. If the Fire Department and/or the Sheriff's Department is on site, they may be able to assist with media control.  
Direct the response and clean-up of hazardous materials by the HazMat response team. If there are not sufficient trained persons for a complete team, request additional resources from San Miguel Consolidated Fire Department. For small spills or hazard areas, cordon off and secure until the situation can be cleaned-up later.  
Do not close the Cuyamaca Command Center until all emergency operations are completed, Grossmont Campus EOC Manager is notified, and normal operations are back in service.  
RECOVERY:  
De-activate your position and the command center as directed by the Operations Team Leader. Keep copies of all of your logs, reports, messages, and any other documents you used and received for your own records. Keep these copies for a period of one year or as directed by the EOC Operations Team Leader.  
Provide a summary report of events, incidents actions taken, coordination with other agencies and related information for the GCCCD After-Action Report. Forward your information to the Operations Team Leader.  
Assist with the preparation of the campus for the resumption of the education program.
