Establish communication with Police Dispatch and get the number and assignment of all Police field units. Prepare an EOC Field Assignment Status Report, and forward to the Operations Team Leader. Also get the number and status of all Fire units on-site and continue tracking fire resources and assist fire operations, as needed. |
Obtain a briefing from the Operations Team Leader regarding the status of all incidents and GCCCD field operations at both campuses. |
Based upon identified priority needs, coordinate with Police Dispatch to assign field personnel. if you are taking over, advise the police dispatcher and establish direct communication with all officers in the field. If you are only coordinating with Incident Commanders, advise dispatch to monitor and assist with all other communication. Minimize confusion and overlap of duties, radio control and field assignment prioritization. |
If not already done, request any needed fire first responders from San Miguel Consolidated Fire District. If fire incidents are major, request a Fire Department representative for the Cuyamaca Command Center or establish direct communication with the Fire Commander at the San Miguel Consolidated Fire District EOC. |
Continue to keep status of all committed units, and potential personnel needs. Also, determine 12 hour shift manpower and assign shift staffing. Contact GCCCD police for assistance with these needs. |
If police requirements exceed the capability of Cuyamaca and GCCCD, request mutual aid resources. Work with the Mutual Aid position in Resources and Logistics and contact per law enforcement mutual aid agreements and procedures (City of El Cajon and/or the Sheriff's Department). Determine the number of police officers needed, primary mission and assignment, locations needed and length of time needed. |
Work with the other team members of the Operations Team. Assign police staff to assist with Lt. Search and Rescue, Medical and Building Inspections. As directed by the Operations Team Leader, assign a police unit to act as the Incident Commander for multi-staffed teams. |
Identify number of meals needed, location, times, and other personnel support needs. Contact Resources Support for water and other items if food is to be delivered to police and fire officers in the field. |
Develop site security plans if the campuses will be closed. |
Coordinate with the other Operations Team members (especially Team Leader) and Situation Status to make sure all field personnel are aware of critical police operations. |
For any major emergency, assume the campus is closed. Take appropriate measures to ensure that all people not needed for emergency operations are advised to leave. Post signs at entrances and major buildings, if needed. |
If the media arrives on campus, assign a police officer or other employee to escort them as needed. Request a public information officer, if needed.
