Responsibilities:

  • Activates and staffs the First Aid/Medical Treatment Center

  • Provides first aid to injured victims

  • Arranges and coordinates hospital transportation

  • Establishes a temporary morgue, if necessary

Support

Medical and first-aid supplies, tent or weather protection, District radio, access to telephone or message runners

 

PROCEDURES

TIME/DATE

EMERGENCY RESPONSE:  

Report to the EOC. Sign in with Situation Status Immediately get a report on emergency conditions and situations. Check in with the Operations Team Leader.

 
Activate and staff a First Aid/Medical Treatment Center. Select a location that is protected from public view and away from police, fire or hazardous incidents. Announce the location to everyone in the Command Center to have all injured persons brought to the First Aid Center if possible.  
Direct volunteers to collect first aid supplies from other sites on campus and set up the First Aid Center. Inventory the supplies. Request additional supplies and equipment from the Command Center.  
Have teams prioritize victims according to severity of injury and begin treating injured persons. Keep track of all treated persons, provide a brief report with names of victims, injuries, treatment given, treatment staff and disposition of victim to the Police Officer -in-Charge. DO NOT RELEASE THE VICTIM NAMES TO ANYONE. REFER INQUIRIES TO THE POLICE..  
Arrange and coordinate hospital transportation for the seriously injured. Request support from Campus Police.  
Establish a temporary morgue, if necessary, identifying bodies and securing the area. Have the police notify the County Medical Examiner/Coroner as soon as possible regarding fatalities. Have Campus police prepare a report regarding the circumstances of deaths.  

As needed, set up an emergency counseling operation co-located with first aid treatment. Request assistance for this, as needed.

 

Request access control and security from Campus police to keep unwanted persons out and control crowds who may gather near the first aid area.

 
RECOVERY:  

De-activate your position and the command center as directed by the police. Keep copies of all of your logs, reports, messages, and any other documents you used and received for your own records. Keep these copies for a period of one year or as directed by the EOC Operations Team Leader.

 

Provide a summary report of events, incidents actions taken, coordination with other agencies and related information for the GCCCD After-Action Report. Forward your information to the Operations Team Leader.

 

Assist with the preparation of the campus for the resumption of the education program.
