Primary
Responsibilities:

  • Tracks the status of all Cuyamaca hazardous materials, equipment and related supplies.
  • Provides technical support for incident operations, worker safety, public information/warning and interagency notification for all incidents involving hazardous materials.
  • Responds to and provides clean-up as able to hazardous materials spills and releases.
  • Prepares all reports and documentation required per local, state and federal regulations

Support
Responsibilities:

  • Assists inspections and damage assessment teams with safety

  • Assist public information with controlling rumors and misinformation regarding GCCCD hazardous materials

Supplies:

District Radio, access to runners and message deliveries, personal safety protection equipment, clean-up equipment, MSDS information, site maps

 

PROCEDURES

TIME/DATE

EMERGENCY RESPONSE:  

Report to the Cuyamaca Operations Team Leader. Sign in with Command Center and immediately get a report on emergency conditions and situations. Check in with the Operations Team Leader.

 
Check the status of all known hazardous materials stored and used on campus. Warn or advise all responders of the potential for hazardous materials spills or issues that may impact incident response, rescue and building inspection.  
If it is suspected that hazardous materials have been released, plan for HAZMAT operations. Have the Team report to a staging area near the Cuyamaca Command Center. Make contact with the Operations Team Leader with the list of team members and to obtain equipment and assignments.  
Dispatch the team to the incident. If not already prepared, establish a pattern for response, containment and clean-up. If requested, have teams check each building with hazardous materials to ensure safety.  
Handle hazardous materials incidents, according to established procedures. NOTE: If there is structural damage to the building or severe hazard (electrical, etc.) to responders, advise the Operations Team Leader or the officer-in-charge before proceeding. This is especially important for earthquake damaged buildings which may fully collapse during aftershocks.  
Have teams assist found persons to the Medical Treatment Area for first aid. If injured persons are contaminated, keep them away from others and immediately request assistance.  
Report team status to the Operations Officer; receive further assignments for the teams.  
If no further hazardous materials response needed, prepare to have teams assist with other operations, as needed.  

When released, have teams return all equipment to the Command Center.

 

Do not release information regarding the incident to anyone outside of the Command Center or GCCCD EOC. Refer all inquiries to the Operations Team Leader.

 
De-activate your position in the Command Center as directed by the Operations Team Leader. Keep copies of all of your logs, reports, messages, and any other documents you used and received in the EOC for your own records. Keep these copies for a period of one year or as directed by the EOC Operations Team Leader.  
Provide a summary report of hazardous material incidents, actions taken, coordination with other agencies and related information for the GCCCD After-Action Report. Forward your information to the Operations Team Leader.  
Prepare all reports, as required under local, state and federal regulations regarding spills and clean-up operations.
