Care and Shelter - Cuyamaca Campus

Primary
Responsibilities:

  • Management of large group care and identification of those sheltered
  • Temporary sheltering (overnight or several days)
  • Organized release from campus (students)
  • Large group off-campus evacuation
  • Large group food service
  • Crisis counseling - immediate
  • Message center
  • Student and employee assistance services

Support
Responsibilities:

Field medical treatment centers (when co-located with Care and Sheltering)

Field command centers (when co-located with Care and Sheltering)

Field personnel support (primarily meals and rest areas)

Supplies:

Telephone, Cellular Telephone, list of supplies on campus, office supplies as needed to support shelter operations, furniture, bedding, sanitary equipment and other supplies required for 24 hour personnel care and support.

 

PROCEDURES TIME/DATE
EMERGENCY RESPONSE:  

Report to the Cuyamaca Operations Team Leader. Sign in with the Command Center and immediately get a report on emergency conditions and situations.

 

Check with the Operations Team to determine if care and sheltering area(s) need to be established for:

1.  Building Evacuees

2.  Students

3.  Visiting Public

4.  Employees

5.  Field Response Personnel

6.  Evacuees from El Cajon (mutual aid)

 

If directed by the Operations Team Leader, set up one or more Care & Shelter Centers on campus. Initial shelters may be for students and employees who are evacuated from buildings, children from day care centers who have been evacuated and others who may have become separated from their companions. Assign a shelter manager and support staff for each shelter site after determining the number of people to be sheltered at each shelter site.

Note: These shelters may just be temporary and be aware that shelters may include :

* First Aid and Triage Screening Area

* Medical Transportation Staging Area

* Message Center

 

Determine the number of staff that will be needed for each shelter site. Request volunteers from the Resources and Logistics Team at GCCCD, if necessary.

 

Identify potential sites to set up shelter areas. Ensure that buildings have been inspected and are safe for occupancy.

 

Make a list of all items that will be needed for each shelter to become fully operational. Forward the list to the Operations Team Leader and coordinate with Resources Support to provide estimates on supplies currently available on campus and on supplies that will need to be purchased. Provide the estimates, including costs to the Operations Team Leader for final approval before establishing long term shelters. Retain copies of all requests.

 

Coordinate with the Operations Team Leader to define a policy for shelter operations, based on the nature of the situation, and establish the following:

XLIII. Sign in log (and capability) for all persons at shelter (including date & time)

XLIV. Length of time people will be sheltered

XLV. Shelter Management - UCI or the American Red Cross

XLVI. Services to be provided

XLVII. Release policy (i.e., individual initiative - no controls, release sign out log, etc.)

XLVIII. Non-campus persons in shelters

XLIX. Mutual aid assistance (to be provided or not)

L. Information to be released to the media

LI. Maximum budget

 

Based on the information acquired above, obtain final approval for the shelters to be kept opened. Then determine if the shelter is to be managed by GCCCD or by the American Red Cross. If the Shelter is to be managed by the American Red Cross, forward the information regarding the number of people to be sheltered to the Operations Team Leader. The Operations Team Leader will direct you via GCCCD EOC to either contact the Red Cross directly or work through the City of El Cajon, SDCOE or the County EOC.

REMEMBER THAT GCCCD MUST PAY FOR SHELTERS THAT ARE MANAGED BY GCCCD. If a Red Cross shelter is opened on campus, and managed by the Red Cross, GCCCD only provides facilities. Beware that if the Red Cross manages the shelter, it is opened up to the community as a community-wide shelter and is not exclusively for GCCCD employees and students.

 
Coordinate with Resources Support to insure that requests for staff assistance and supplies are answered. Maintain accurate records of all supplies ordered and delivered.  
Do not close shelter operations while other field operations are continuing or without full concurrence from GCCCD EOC Management.  
Coordinate with the Operations Team Leader to provide accurate and appropriate information regarding Shelters for public release. Remember that any information posted on campus is considered public. The media may want to cover Cuyamaca shelter operations. If so, coordinate with the Operations Team Leader to request PIO (Public Information Officer) assistance in the field. Refer all media inquiries to the PIO and EOC Manager.  
Plan for on-going operations. Remember that shelters will need to be staffed twenty-four hours if opened as night shelters.  
RECOVERY:  
Forward any reports of injuries and other special needs to the Operations Team Medical position in the Command Center. Reports involving injuries to GCCCD employees or volunteers should also be sent immediately to Personnel.  
De-activate your position in the Command Center as directed by the Operations Team Leader. Keep copies of all of your logs, reports, messages, and any other documents you used and received in the EOC for your own records. Keep these copies for a period of one year or as directed by the EOC Operations Team Leader.  
Provide a summary report of shelter operations, actions taken, coordination with other agencies and related information for the GCCCD After-Action Report. Forward your information to the Operations Team Leader.
