Responsibilities:

  • Oversees the management, display, and maintenance of all information for the Cuyamaca Campus Command Center:
  • Situation Status
  • Planning for ongoing operations, developing the action plan
  • Engineering safety
  • Damage inspections
  • Damage Assessment
  • Recovery aspects
  • Coordinates with the Operations Section for damage inspection team operations
  • Coordinates damage assessment with the Operations Section and others in the CC
  • Manages the shut-down and restoration of damaged facilities
  • Ensures the survey of all structures and posting and restricting entrance, is completed

Support
Responsibilities:

  • Planning & Intelligence Team Leader at the District EOC

Supplies:

District radio, access to telephone or message runners, ATC-20 Building Posting Placards, Tape, Barricades, Safety equipment for inspectors

 

PROCEDURES

TIME/DATE

EMERGENCY RESPONSE:  
Report to the CC and set up the Planning and Intelligence Section. Obtain, provide and maintain current and updated information on the emergency situation.  
Be prepared to provide a situation status report on the Cuyamaca Campus. Include information pertaining to the following areas:
  • Type of Situation
  • Major events and on-going incidents
  • Deployment of GCCCD staff and equipment
  • Status of students, faculty and District employees
  • Estimate of Financial Impact
  • Problems Outstanding
  • Resources Needed
  • Recommended Actions
 
If there is damage to Cuyamaca Campus buildings and facilities, activate Damage Assessment and the following:
  • Damage Assessment Teams for both campuses
  • Verify that safety inspections have been made by the Operations Team
  • Prioritize campus buildings and facilities for Damage Assessment Inspections
  • If this is an earthquake or large scale incident, have building inspection placards posted at each building entrance
  • Ensure that damage is fully documented with photographs and drawings.
  • Calculate repair and reconstruction costs and estimates
  • Forward copies of all information to the Planning & Intelligence Team Leader at the District EOC
 
If additional assistance is needed for inspections and posting, request assistance through the District EOC Planning and Intelligence Team Leader for qualified inspectors.  
Make plans for ongoing operations, to include the expected duration and extent of the response effort and initiation of recovery activities and programs. Identify immediate repair and construction projects, prioritizing for public, students and employee safety, containment of hazards and unsafe areas, and priority use of buildings. Coordinate with the Incident Commander to begin on projects.  
If the Red Cross and/or the County of San Diego SDCOE is asking to use Cuyamaca facilities, ensure that a full damage assessment has been completed and that full occupancy is allowed before authorizing entry and use.  
Determine that information is verified for accuracy and consistency before it is recorded or reported. Do not allow the release of any information without the consent of the Incident Commander.  
RECOVERY:  
Support the Incident Commander with the development of the Cuyamaca Campus recovery plan. Provide a list of facilities and buildings that will be open for resumption of classes and Cuyamaca operations. Provide an estimate of repair and reconstruction projects and recommendations for early recovery of the campuses.  
Assist with the OES/FEMA documentation for disaster assistance programs. Provide copies of inspection reports and photographs to substantiate damage and estimates. Coordinate all documentation with the Planning & Intelligence Team Leader at the District EOC.  
Collect information from all response staff and prepare the After-Action Report for the Cuyamaca Campus. The report is due to the District EOC and Chancellor within 30 days after the disaster.
