Primary
Responsibilities:

  • Sets-up the CC, provides CC personnel support.
  • Directs the provision of all resources and support for the response operation, including procurement and delivery arrangements, including:
  • Supplies, Equipment, Materials and other Goods
  • Contracted Services
  • Personnel Support including food, water, shelter and rest areas
  • Communications
  • Oversees the process for requesting and receiving mutual aid
  • Oversees the management of transportation services and vehicles
  • Manages the deactivation process

Support
Responsibilities:

  • Supports the District’s Finance and Administration Team Leader with collecting documentation and records
  • Supports Operations

Supplies:

District radio, Cellular Telephone, Procurement Materials, Access to Fax Machine

 

PROCEDURES

TIME/DATE

EMERGENCY RESPONSE:  

Report to the CC. Immediately get a report on emergency conditions and situations.

 
Set-up and organize the Resources and Logistics Section.  
Check with Operations and Planning & Intelligence to identify resources that will be needed.  
Arrange for the inventory of all available resources at the Cuyamaca Campus. This includes fuel, food, personnel support equipment, vehicles, maintenance and services supplies, and any other support requirements. Work with the Resources and Logistics Team Leader to arrange for the transfer and staging of resources as needed.  
Determine if a Care and Shelter area for the public and/or students will be set-up on campus. Estimate the support requirements for Care and Shelter and assess the capability of supplies on hand to meet the need. If the Care and Shelter is managed by the Red Cross, ascertain if Campus resources will be needed.  
Ensure that all logistical arrangements for procurement, delivery, payment and site contact of resources are done for each request. Work with the District’s EOC Finance Team to make arrangements for payments.  
Provide support the Planning and Intelligence Team, arranging for contracted services, inspectors and other resources as needed.  
Coordinate with the District’s EOC Finance and Administration Team processes for emergency accounting, source documentation filing for FEMA/OES applications and personnel records. Determine if Personnel will handle the management of volunteers or if they will be managed as part of the Mutual Aid function.  
Receive requests for mutual aid resources from the Incident Commander. Mutual Aid resources are voluntary assistance provided to and from the District. Determine if Cuyamaca can provide mutual aid without jeopardizing the campus’ capability for response and recovery. If mutual aid teams are sent to Cuyamaca, provide support and direction as if they were campus staff. Keep track of names, social security numbers and all expenses associated with sending and receiving mutual aid.  
Ensure that communications are provided and supported for the campus. Arrange for additional cellular telephones and/or radios if normal telephone communication is interrupted.  
RECOVERY:  
Manage the deactivation process, tracking the return of equipment and supplies that are borrowed or leased, the cessation of services when jobs are completed, and shutting down of temporary operations as the emergency subsides.  
Assist the District’s EOC Finance and Administration with the collection of documentation and records.
