Primary
Responsibilities:

  • Serves as the central point for receiving and sending communications
  • Assists with staff recall
  • Assesses communication capabilities and makes recommendations
  • Assigns and distributes the GCCCD communications equipment to both campuses
  • Provides the EOC with communications, including runners
  • Establishes communications links between campuses

Support
Responsibilities:

  • All operations, District Liaison and SDCOE inter-district communications

Supplies:

District radio, Cellular Telephone, Telephone, Other District radios, County Disaster Radio, Access to Fax Machine

 

PROCEDURES

TIME/DATE

EMERGENCY RESPONSE:  

Report to the EOC. Assess the communications capabilities and set up the emergency communications system. Ensure adequate communications between both campuses.

 

Work with the Police Dispatch as needed to expand capability for all operational teams. Assist with providing a hand held radio or cellular telephone to all field teams.

 
Support communications between the field and the EOC.  Assist with the radio console, if available in the EOC.  Be prepared to serve as a "Dispatcher" should the radio traffic become overwhelming or confusing.  
Initiate and maintain an emergency communications log.  
Establish EOC - EOC communications between GCCCD and the City of El Cajon, SD County EOC and SDCOE EOC.  
If the GCCCD radio system is not working, devise a field mobile to portable arrangement to ensure that every field unit or incident commander has two-way radio communications.  
Assist with cellular telephone and services for mutual aid teams sent out of the area.  
Contact Pacific Bell to restore priority telephone service to GCCCD.  
RECOVERY:  

Continue to monitor radio and telephone service until operations are normal
