Primary Responsibilities:

  • Activation and Direction of the GCCCD Emergency Response and Recovery
  • Activates and deactivates the Emergency Operations Plan
  • Proclaims GCCCD Emergency
  • Acts as, or appoints, the official GCCCD spokesperson
  • Informs and coordinates with the Governing Board
  • Directs the recovery process and resumption of educational programs

PROCEDURES

TIME / DATE

EMERGENCY RESPONSE:  
When aware of and informed of any emergency or pending emergency which may affect and/or impact GCCCD properties, staff and/or operations, determine the level and extent of activation of the emergency plan.  Contact the EOC Manager and other key staff to begin the process of activation. Determine if the Emergency Operations Center will be activated.  
If the plan is activated, declare a State of Emergency for the Grossmont Cuyamaca Community College District.  Prepare a brief statement stating why the District is in an emergency.   Send a copy and inform the following:
  • Governing Board
  • District Staff and Faculty Representatives
  • City of El Cajon (for emergencies at the Grossmont Campus)
  • County of San Diego (for every emergency)
  • Other affected agencies and organizations
 
Working with the Senate and Instructor representatives and the Director of Student Affairs Office, establish the protocol and procedures for stopping classes and other programs, if needed.   Ensure that a full communications program is implemented to inform students, staff, media, and others who have an interest in the District programs and who will be affected by the action.  
Evaluate the potential risks and best courses of action to prepare and respond to the emergency.   Always plan for the priorities of:
  • Life Safety - protection of lives and injury
  • Protection of Property
  • Containment of Hazards - protection of District Staff and the public
  • Resumption of Normal Operations
 
Ensure that status reports on the situation at GCCCD are provided to the County of San Diego and any other jurisdiction involved with a response to GCCCD properties.  
If GCCCD has exhausted all resources, determine the best action for additional resources: mutual aid, temporary hires, or contracted services.  Each alternative has benefits and disadvantages.  Each, if used within the state and federal program guidelines, is eligible for cost reimbursement under the State NDAA and federal FEMA programs.  
Begin planning for the resumption of normal operations and services on campus and a phased-in resumption of the educational programs.  Allow at least 24 hours to communicate the plan to staff and faculty.  
Direct the EOC Manager to establish a schedule of operations for the EOC and to plan for the eventual closing of the EOC and return to normal operations.  There may be some activities which are better managed from the EOC.  Inform the County and SDCOE when the EOC will be closed.  
RECOVERY:  
If this is a large scale emergency or disaster which causes extensive damage or other losses to the District, contact the County Board of Supervisors, state elected representatives and federal elected officials to request assistance and support for state and federal disaster assistance funds.  
Support the EOC Manager with the development of a District recovery plan.  Communicate the plan to all key staff and representatives.  
Request a After-Action Report of the emergency response.  The report is due to the State Office of Emergency Services within 90 days, or at the request of the County Office of Disaster Preparedness (ODP), the Operational Area.  A standardized format will be provided by ODP. Information will be available form SDCOE.  
Review and debrief the GCCCD emergency response and recovery process.  Identify key learnings and opportunity for improvement to the GCCCD plans, training programs and facilities.  
Send acknowledgements to all agencies and services that supported GCCCD during the emergency.
