PROCEDURES TIME/DATE
EMERGENCY RESPONSE:  
When informed of any emergency which affects or may affect GCCCD, meet with the Chancellor to determine if the EOC will be activated.  
If the EOC is activated, call to duty those positions and functions needed for the emergency response. If the potential for emergency is large, it is better to overstaff initially than to try to "catch up" to the needs of the situation.  
Activate the Resources and Logistics Team Leader to set up the EOC facility.  
As soon as the EOC is operational, notify the County of San Diego, the City of El Cajon, SDCOE and any other public agency involved in the response.  Establish a contact number and position (this can be the Liaison position).  

 

Work with the Operations Leader to ensure the allocation of resources to the highest priorities. Develop an action plan for the following:

As the Action Plan is developed, direct the Planning and Intelligence Team Leader to evaluate for all requirements and impacts to operations. This may include such items as:
  • Staffing Requirements
  • Labor agreements and type of work
  • Weather conditions
  • Personnel support
  • Equipment and Supplies
  • Other agencies requests for GCCCD facilities and services
 
Work with the Resources and Logistics Team Leader to provide for the above.  
Work with the Finance and Administration Team Leader to account for all labor hours, accounting codes and purchase documentation. Obtain summary reports of expenses to date or an estimate of costs.  
Keep the Chancellor and other key staff informed of the Action plan and situation status.  
Assist the Public Information Officer with media releases and internal communications.   Approve the release of information.  
Hold periodic briefings (every 2 hours) in the EOC to keep all staff informed of operational status and response priorities.  
If this is an earthquake emergency, plan for the eventuality of aftershocks. Buildings and facilities will need to be rechecked after significant shaking.  
Provide for and staff for 24 hour EOC operations, if needed.  
Begin the development of a transition plan to support recovery and resumption of normal operations.  
RECOVERY:  
Assist with the development of the recovery plan and plan for the transfer of operations to normal procedures.  
Plan for the deactivation of the GCCCD EOC. Notify all jurisdictions, agencies, and staff that the EOC will be closing.  
Prepare the After Action Report for the Chancellor's signature.  The report is due to the State Office of Emergency Services within 90 days, or at the request of the County Office of Disaster Preparedness (ODP), the Operational Area.  A standardized format will be provided by ODP.  Information will be available from SDCOE.  
Hold a debriefing for EOC staff to identify and recommend areas of improvement to the GCCCD emergency response plan and EOC.
