Primary
Responsibilities:

  • Assumes operational command of the response for Grossmont Campus
  • Directs the EOC managers for the response teams, including:

  • Police Units (Grossmont and Cuyamaca)

  • Lt Search and Rescue Teams (Grossmont and Cuyamaca)

  • Medical Teams (Grossmont and Cuyamaca)

  • HAZMAT response and clean-up teams (Grossmont and Cuyamaca)

  • Health and Safety (Grossmont and Cuyamaca)

  • Buildings and Utilities Teams (Grossmont and Cuyamaca)

  • Keeps the Manager informed of response team activities
  • Liaisons with Planning, Resources and Financial EOC Teams
  • Oversees Multi-department field response and Multi-agency coordination
  • Evaluates operational information and determines priorities

Support
Responsibilities:

  • Provides information to Situation Status

  • Recommends Mutual Aid needs and resources
  • Is the back up for the EOC Manager
  • Provides support to inspections and Posting

Supplies:

Telephone communication, Cellular Telephone, District Radio, access to runners and messages deliverers

 

PROCEDURES

TIME/DATE

EMERGENCY RESPONSE:  

Report to the EOC. Sign in with Situation Status. Immediately get a report on emergency conditions and situations. Report to the EOC and sign in at the access point. Check in with EOC Manager. Check communications for your position, including radios, telephone, cellular and fax. Start an Activity Log for your position.

 
Ensure that each EOC Operations team member has adequate radio, telephone, and cellular communications for operations. Direct the Communications section to assist in communications with the field (e.g. runners) if any of the EOC positions become overwhelmed.  
Establish communication with the Cuyamaca Campus Command Center. Maintain communication throughout the emergency. Ensure that all services are provided to both campuses, as needed.  
Ensure that the Police or Building and Utility Teams have gone through each building on both campuses. Receive reports for each building, the status of occupants, and the operational status of the building. Direct the response of Lt. Search and Rescue, HAZMAT and/or first aid staff to needs.  
Forward the status reports of each building to the Planning and Intelligence Team to assist with the prioritization of Inspections and Posting Teams.  
Direct staff to cordon-off unsafe areas, secure facilities, and control access, where there is damage. Have all utilities shut down, if presenting a possible hazard.  
Direct the response and clean-up of hazardous materials by the GCCCD response team. If there are not sufficient trained persons for a complete team, request additional resources from El Cajon Fire Department. For small spills or hazard areas, cordon off and secure until the situation can be cleaned-up later.  
Direct the establishment of the Medical Staging and Treatment Area. Ensure that supplies are available. Determine the policy and priorities of the Medical Treatment - First Aid, etc. Verify that emergency transportation has been called for severe cases, transport to the closest emergency room facility.  
Insure traffic control is established both to provide a quick and safe exit for students and faculty and to provide access for emergency vehicles.  
For incidents involving City of El Cajon or other agency field units, assign a field incident commander for GCCCD or assign a GCCCD liaison to the command post for the other agency-in-charge.  
Make requests to Resources and Logistics for resources needed or will be needed soon. Determine if public agency mutual aid resources will be required for any operations on site. Upon concurrence with the Manager contact the appropriate agency and ensure that a status report has been forwarded to the County of San Diego via SDCOE.  
Forward information to Situation Status and others in the EOC. Keep the Manager informed of events and actions. Work closely with Situation Status to keep track of site operations.  
If not already done, prepare a plan for large scale egress from both campuses and to secure the campuses during and immediately following emergency operations.  
Coordinate with Planning and Intelligence and Damage Assessment to identify priorities for further inspections, repairs, service restoration, and facility restoration. Keep aware of the occupancy status of buildings and begin planning for normal operations. Coordinate with the Manager for restoration priorities.  
Request site food/water and other personnel support for operation teams from the Resources and Logistics Coordinator. Request arrangements for a secure site away from public access. Make arrangements for both campuses. (THIS IS NOT SHELTER OPERATIONS)  
Plan for on-going operations if damage is severe or field activities appear to be extensive. Coordinate with Resources and Logistics, Human Resources and the EOC Manager to plan for extended operations, especially during non-business hours. If operations will be extensive, release all non-urgent employees, students and visitors.  
Provide lists of personnel on duty and any preliminary information on personnel matters or claims to Personnel.  
Continue to staff the EOC as long as the emergency situation continues.  
Coordinate and direct the clean-up, salvage, and repair efforts for all facilities.  
Provide information and recommendations to Planning and Intelligence for the After-Action Report.  
Support the FEMA/OES documentation files with photographs and source documents; time records, field notes, etc.  
Continue to coordinate post-earthquake operations as needed, even after the EOC is deactivated.
