TIME/DATE |
| EMERGENCY RESPONSE: | |
| Report to the EOC. Sign in with Situation Status. Immediately get a report on emergency conditions and situations. Check in with the Operations Team Leader. Check communications for your position, including radios, telephone, cellular, and fax. | |
| Establish communication with Cuyamaca Campus. Determine if you are going to manage the Cuyamaca Campus operations or if the Operations Team Leader is. If you are assigned this function, establish a communication protocol and dedicated telephone, radio or cellular channels. | |
| Establish communication with Police Dispatch and get the number and assignment of all Police field units. Prepare an EOC Field Assignment Status Report, and forward to the Operations Team Leader. Provide the number of units, number of officers, current locations and assignments and type of equipment available. Also get the number and status of all Fire units on-site and continue tracking fire resources and assist fire operations, as needed. | |
| Obtain a briefing from the Operations Team Leader regarding the status of all incidents and GCCCD field operations at both campuses. | |
| Based upon identified priority needs, coordinate with Police Dispatch to assign field personnel. If you are taking over, advise the police dispatcher and establish direct communication with all officers in the field. If you are only coordinating with Incident Commanders, advise dispatch to monitor and assist with all other communication. Minimize confusion and overlap of duties, radio control and field assignment prioritization. Also clarify if you are managing the Cuyamaca Campus operations, as well. | |
| If not already done, request any needed fire first responders from El Cajon Fire Department. If fire incidents are major, request a Fire Department representative for the GCCCD EOC or establish direct communication with the Fire Commander at the City of El Cajon EOC. | |
| Continue to keep status of all committed units, and potential personnel needs. Also, determine 12 hour shift manpower and assign shift staffing. | |
| If police requirements exceed the capability of GCCCD, request mutual aid resources. Work with the Mutual Aid position in Resources and Logistics, and contact per law enforcement mutual aid agreements and procedures (City of El Cajon and/or the Sheriffs Department). Determine the number of police officers needed, primary mission and assignment, locations needed and length of time needed. | |
| Work with the other team members of the Operations Team. Assign police staff to assist with Lt. Search and Rescue, Medical and Building Inspections. As directed by the Operations Team Leader, assign a police unit to act as the Incident Commander for multi-staffed teams. | |
| Identify number of meals needed, location, times, and other personnel support needs. Contact Resources Support for water and other items if food is to be delivered to police and fire officers in the field. | |
| Develop site security plans if the campuses will be closed. | |
| Coordinate with the other Operations Team members (especially Team Leader) and Situation Status to make sure all field personnel are aware of critical police operations. | |
| Serve as a back-up to the Operations Team Leader. | |
| RECOVERY: | |
| De-activate your position in the EOC as directed by the Operations Team Leader. Keep copies of all of your logs, reports, messages, and any other documents you used and received in the EOC for your own records. Keep these copies for a period of one year or as directed by the EOC Operations Team Leader | |
| Provide a summary report of police incidents, actions taken, coordination with other agencies and related information for the GCCCD After-Action Report. Forward your information to the Operations Team Leader. |
