CUYAMACA RESPONSE PLAN - PART III

Cuyamaca Command Center

The District has two locations to be used as Emergency Command Centers whenever the District emergency plan is activated. The two centers are:

For both of these facilities, only GCCCD authorized staff assigned to emergency duty have access to the EOC and/or the CC. All others must obtain approval from the EOC Manager at the Grossmont Campus EOC and/or the EOC in charge of the Cuyamaca Command Center for entry. The media is not authorized to enter either facility unless given permission by the Chancellor and accompanied by a representative of the District.

Activation of the Cuyamaca Command Center (CC)

The Cuyamaca Command Center is activated whenever an emergency occurs at the Cuyamaca College in which the emergency response assignments in this manual are activated. In addition, the Cuyamaca Command Center may be activated by request from the District EOC if the District has activated the EOC. Cuyamaca College may be requested to activate the campus CC with minimal staffing if the District has an emergency, even if the emergency does not directly impact the Cuyamaca Campus.

During an activation, the first person to arrive at the CC is to immediately set up the facility. The Cuyamaca Incident Commander and/or the CC Manager is/are in charge of the CC and will serve as the overall coordinator of the campus emergency response.

The first person to arrive at the Cuyamaca Command Center will use the Cuyamaca Campus CC Activation Checklist, Table 3-1 of this manual, to set up the CC. The first person will make contact with the District EOC at the Grossmont Campus, if telephones are available. If there is no telephone service, the Operations Team Leader will coordinate communications between the Cuyamaca Campus and the District EOC via the Police Radio.

Table 3-2 provides a CC Roster for staff to officially sign in and out of the CC during an activation. Table 3-2 provides a CC Roster for staff to officially sign in and out of the CC during an activation.
