COMMENTS

The potential for bomb threats or suspicious objects exists at all District facilities. While most bomb threats and suspicious objects turn out to be harmless, handle all bomb threats and suspicious objects with the utmost seriousness and caution.

Employee

Maintain Familiarity with Bomb Threat Procedures.

All employees are expected to know and understand expected actions upon receiving a bomb threat.  The Bomb Threat Telephone Checklist is provided on the Public "W" drive ("W:\PUBLIC\PROCEDUR\EM2.F1").

Supervisors

Ensure Staff Readiness
Periodically review Bomb Threat Procedures with staff.  ensure that the Bomb Threat Checksheet (EM2-F1) is available to all staff members.

 

Establish internal office non-verbal signals that are understood by all staff members for use when a telephone bomb threat is received.

Risk Management

Hold Bomb Threat Drills
Schedule, conduct, and evaluate periodic mock Bomb Threat drills.  Evaluate results and institute procedural changes and additional training as necessary.

Employee

Write Down Bomb Threat Information - All attempts should be made to keep the caller on the line as long as possible in order to collect as much information as possible.  Listen for background noises (airplanes, traffic, etc.).  Write down as much as possible.  Attempt to get the caller to say where the bomb is, what type it is and when it will explode.

 

If possible, have the closest person call Public Safety and advise them that a bomb threat is being received and the telephone number that the caller is on.

Inform the appropriate supervisor as soon as possible.

 

If a suspicious object is found, do not touch it.  Alert the Department of Public Safety and clear the facility.

 

In the event that an explosive device detonates, utilize those procedures listed under Fire Emergencies, Medical Emergencies, and Explosion Emergencies.

Contact Department of Public Safety

Call Public Safety first.  Then call:

  • The site Line of Authority, or:
  • Evening Division or the Night Administrator
  • Risk Management

Public Safety Dispatcher

Contact El Cajon Police Department and Dispatch Security Officers

 

Notify the appropriate police department (El Cajon Police Department or San Diego County Sheriff).  Send security officers to conduct a preliminary search.

 

Establish communications with the senior administrator in charge.

Director Public Safety/Senior Administrator/Evening Division

Make Evacuation Determination

 

The decision to evacuate is the responsibility of the Senior Administrator.

 

Evacuate the area if any suspicious object is found in the area.

 

Coordinate as necessary with the appropriate Police and Fire Departments.

Faculty, Staff and Students

Evacuate

 

All persons on site must immediately leave the area upon receipt of an evacuation order from either the Department of Public Safety, the senior Administrator present, the El Cajon Police Department or County Sheriff, or the El Cajon or San Miguel Fire Departments.  Failure to leave the area when ordered could lead to arrest.
