This procedure addresses both potential civil disturbances and civil disturbances that are in progress.

COMMENTS

Civil disturbances can occur on or near campus. They may be in the form of riots, gang activities, strikes, demonstrations, or other activities.

 

Proactive measures to deal with potential civil disturbances will be considered and implemented as often as possible. If a significant threat to personal safety exists, partial or full site evacuations/closings will be implemented by the Chancellor.

 

Civil disturbances that are in progress will be carefully evaluated to ensure the safety of all persons on campus. Evacuations may or may not be implemented depending on the exact situation at the time of the incident. Evacuations will not be conducted if people need to cross a disturbance area in order to evacuate.

Track community events/situations and if possible, identify potential episodes of civil disturbance at or near either of the College campuses.

 

Communicate with and update the site and District Line of Authority concerning possible episodes.

Prepare for Potential Disturbances

If the threat of a potential civil disturbance warrants outside assistance, establish communications with the District Line of Authority and determine the need to notify the appropriate police department (El Cajon Police Department or San Diego County Sheriff).

 

Send security officers to potential problem areas as required.   Provide sufficient security officer coverage throughout the affected area for the duration of the crisis.

Establish Preventive Measures

Determine whether or not outside assistance is required from the police/sheriff department.  Implement full or partial campus closure as required.

Notify all appropriate departments

Call Public Safety first.  Then call:

  • The site and District Line of Authority
  • Evening Division or the Night Administrator
  • Public Information
  • Office of Student Affairs
  • Risk Management

In the event of a civil disturbance:

If a disturbance is taking place outside, close and lock exterior doors as soon as possible.

 

Stay away from exterior doors and windows.

 

Return to normal activities only when advised by the site Administrator, Public Safety, or Police personnel that it is safe to do so.

Coordinate Area Security

Dispatch Security Officers.  Confer wit the District Line of Authority to determine which areas, if any, should be cleared, locked and closed.

 

Ensure that all necessary communications occur between the site and District Line of Authority, Public Information, Risk Management, and Student Affairs.

 

Coordinate as necessary with the appropriate Police and Fire Departments.

Chancellor

Based upon information provided, determine what areas should be closed, or:

 

Evacuate all areas with sufficient threat to personal safety that can safely be evacuated.

Secure Disturbance Area

Close, lock, and clear any of the following facilities that are in the civil disturbance area or are critical areas that need to be locked:

  • Admissions and Records
  • Computer Labs
  • Cafe 200 (Grossmont)
  • Coyote's Den (Cuyamaca)
  • Student Center
  • Bookstore
  • Library
  • Classrooms
  • Communications Service areas (Switchboard, Mailroom, Administration Building)

Faculty, Staff and Students

Evacuate if Ordered

All persons on site must immediately leave the area upon receipt of an evacuation order from the Department of Public Safety, the senior Administrator present, the El Cajon Police Department or San Diego County Sheriff, or the El Cajon or San Miguel Fire Departments.  Failure to leave the area when ordered could lead to arrest.

Public Information

Coordinate Press Communications

Field media calls.  Prepare and follow up with press releases or fact sheets as necessary.  Provide necessary facts or information to media or to designated District spokesperson.
