This procedure addresses both planned and unplanned electrical power outages. The goal of this procedure is to reduce the risks of injury to people and to protect equipment.

COMMENTS

This procedure addresses power outage in planned, unplanned, and emergency or disaster situations. All district employees are expected to know and understand expected actions in the event of any kind of power outage.

Director/Supervisor of Maintenance

Post Power Outage Notice
Prior to a planned power outage, the Director or Supervisor of Maintenance will post a notification on the E-Mail system specifying the approximate time of the outage and the anticipated time of restoration.

Notify Personnel of Outage

Deans and Directors will notify lab technicians and other appropriate personnel in their areas.

Notify Department of Public Safety

Contact the Department of Public Safety.  If the phones are down, go to the nearest public telephone equipped with speed dialing and dial "#1" or 465-0751.

Faculty, Staff and Students

In the event of a power outage:

Use extreme caution, particularly at night.  Some areas are not equipped with emergency lighting.  Wait until it is safe to exit or call for assistance.

 

Turn off or unplug electrical equipment that may be a hazard if unattended when power resumes.

 

If evacuation is required, use stairways.  do not attempt to use elevators.   Seek out persons with disabilities and assist as needed.

 

When mechanical ventilation is interrupted, vapors of chemicals may reach hazardous concentrations.  To avoid this, use natural ventilation and clean up or put away chemicals and close containers.  If this is not possible, respirators may be required until control is obtained.

Department of Public Safety

Coordinate Area Security

If necessary, call the gas and electric companies to determine the extent of the power outage.

 

Notify Maintenance and Operations.  Dispatch Security Officers.  Confer with night or daytime administrators to determine which areas should be cleared, locked, and closed.

 

Ensure that all necessary communications occur between the site Line of Authority, and the Maintenance, Operations, and Public Safety Departments.

Make Closing Decision

Based upon information provided, determine if the outage areas should be closed.

Operations/Security Officers

Secure Outage Area
Close, lock, and clear any of the following facilities that are in the outage area:

  • Admissions and Records
  • Computer Labs
  • Cafe 200 (Grossmont)
  • Coyote's Den (Cuyamaca)
  • Student Center
  • Bookstore
  • Library
  • Classrooms
  • Communications Service areas (Switchboard, Mailroom, Administration Building)

Notify Appropriate Administrators

Notify the Chancellor, Vice Chancellor-Business, College Presidents, and College Business Officers of the outage cause and expected time of repair as soon as there is a determination.
