This procedure addresses Robbery, Burglary, and Assault prevention and conduct guidelines for incidents in progress.

COMMENTS

A "robbery" is defined as the taking of property from another by use of fear and/or force (211 Penal Code). A "burglary" is defined as the entering of a structure with the intent to steal (459 Penal Code). Robbery is a felony offense punishable by imprisonment, and Burglary may be either a misdemeanor or felony offense punishable by fine, jail, or imprisonment, depending on the severity of the burglary.

 

"Assault" is defined as threatening another person with bodily harm (241 Penal Code). "Battery" occurs if the assailant touches his or her victim in any way (242 Penal Code). Both Assault and Battery are misdemeanor offenses punishable by fine and jail.

 

The Department of Public Safety must be notified for all emergency situations. They will call 911 and will escort emergency response units to the site. Public Safety is open 24 hours and can be reached on campus by dialing "#1" from public telephones equipped with speed dialing. There is one speed dial phone per phone cluster. On non-speed dial phones, use extension #654 for Grossmont and extension #456 for Cuyamaca. If "911" is utilized instead, and Public Safety is consequently not notified, emergency response units may not know how to find the emergency site.

Maintain a clearly visible presence on campus.

 

Provide escort services as soon as possible when requested to all students, faculty, and staff.

Evaluate Campus Security

Provide ongoing evaluation and risk mitigation of campus security, with particular focus on prevention against robbery, burglary, and assault.

Identify Potential Security Risks

Provide feedback concerning any perceived security risk (e.g., poor or malfunctioning lighting) to Risk Management.  Refer immediate concerns (e.g., unlocked doors or suspicious persons/activities) to Public Safety.

If Involved in or Witness to Incidents of Robbery, Assault, or Battery:

  • Remain calm and avoid actions that might cause the antagonist to escalate the situation.
  • Accede to demands for property or cash.  Use best judgement for demands concerning hostages or in potential rape situations.
  • Mentally note as many characteristics of the antagonist as possible, including such things as sex, age, height, weight, color of skin, eye and hair color, clothing description, physical characteristics such as visible scars, moles, pock marks, voice characteristics, type of speech, accent, etc.
  • Mentally note all that was taken in cases of robbery.

As soon as it is safe, notify Public Safety 24 hours a day at:

Write down as much as possible concerning the physical details noted earlier.

 

Remain available to talk to the law enforcement officers.

 

If necessary, invoke emergency procedures for First Aid and Medical Emergencies and Mental Health Emergencies (District
Operating Procedures EM7 and EM15 respectively).

Report Suspected Burglaries

For any suspected burglary, immediately secure the facility and notify the Department of Public Safety.  Do not allow any person to disturb the facility and destroy evidence.
