OVERVIEW

This procedure addresses both planned and unplanned water outages. The goal of this procedure is to ensure sanitation, reduce the risks of injury to people, and to protect equipment.

COMMENTS

Water outages can occur due to a number of causes including street work, pump failures, earthquakes, and flooding. Water outages can create a variety of problems including the lack of sanitary facilities, lack of fire fighting capabilities, and lack of coolant in water-cooled equipment.

 

This procedure addresses water outage in planned, unplanned, and emergency or disaster situations. All district employees are expected to know and understand expected actions in the event of any kind of water outage.

Director/Supervisor of Maintenance

Post Water Outage Notice

Prior to a planned water outage, the Director or Supervisor of Maintenance will post a notification on the E-Mail system specifying the approximate time of the outage and the anticipated time of restoration.

Notify Personnel of Outage

Notify lab technicians, food service operators, and other appropriate personnel of the expected time and duration of the water outage.

Notify Department of Public Safety

Contact the Department of Public Safety.  If the phones are down, go to the nearest public telephone equipped with speed dialing and dial "#1" or 465-0751.

Department of Public Safety

Coordinate Area Security

Notify Maintenance, Operations and Risk Management.  Dispatch Security Officers if required.  Confer with night or daytime administrators to determine which areas should be cleared, locked, and closed.

 

Ensure that all necessary communications occur between the site Lie of Authority, and the Maintenance, Operations, and Public Safety departments.

Director of Maintenance

Determine Extent of Water Outage

When a water outage occurs, determine if the outage is confined to the facility or is area-wide.  Contact the appropriate Water District as required.

 

Secure water control boxes / isolation valves as required.

 

Immediately check any water-dependent equipment and take appropriate actions.

 

Determine the approximate duration of the water outage.  The senior administrator on site will make a decision as whether or not facilities will remain open or if an event will be cancelled.

Risk Management

Evaluate and Report

Assess the situation and, if necessary, advise the senior administrator on site of any extenuating circumstances or conditions that should be considered in making a closure decision.

Appropriate Administrator

Make Closing Decision

Based upon information provided, determine if the outage areas should be closed.   If any significant areas or facilities need to be closed, notify Public Safety and Public Information of the determination.

Operations/Security Officers

Secure Outage Area

Close, lock, and clear all areas designated for closure in the outage area.

Director/Supervisor of Maintenance

Notify Appropriate Administrators

Notify the Chancellor, Vice Chancellor-Business, College Presidents, Public Information, and College Business Officers of the outage cause and expected time of repair as soon as there is a determination.
