REQUIREMENT I.A.

IDENTIFY RESPONSIBLE PERSON

 

CA Code of Regulations, Title 8, Section 3203 requires districts to identify one or more people who have both the responsibility for implementing the safety program and the authority to implement it.

Authority means they have the power to:

  1. Implement an employee recognition program.

  2. Implement a disciplinary program when employees fail to follow rules and instructions.

  3. Implement a system for identifying hazards.

  4. Implement an accident/injury investigation procedure.

  5. Implement a procedure that ensures corrections are made to unsafe conditions and unsafe actions in a timely manner.

Any district naming a person who does not have this authority will not be in compliance.  If cited by Cal/OSHA a second time, the district will receive a repeat violation, which places the district's workers' compensation self-insurance program in jeopardy.

PROCEDURE I.A.

Identify Responsible Person

The prevention of injuries and losses from accidents is of as equal importance as the education of students within this district.  It is a confirmed goal of this district to keep students, employees, and visitors free from injury.

To meet this goal, the Governing Board has adopted Policy 707 Safety.  The Board hereby assigns the full and complete responsibility for implementing this safety policy to the Chancellor.  The Chancellor is required to provide an annual report on the status of the injury prevention program to the Boa5rd.

The Chancellor, designates the Vice Chancellor of Human Resources and Administrative Services Donald E. Walker, shall name the Vice Chancellor, Business, Andrew A. Peterson to serve as the District Safety Officer to help coordinate activities in the program.  This District Safety Officer shall make an annual report on the status of the program to the Chancellor and to the District Safety Committee.  The District Safety Officer will be assisted in the administration of the District Safety Program by the District Safety Committee and the Risk Manager.

The Chancellor shall require designates each President to be completely responsible for safety and loss control at each college.  Presidents cannot delegate this responsibility to any other staff member.
