REQUIREMENT I.C.

SAFETY AND HEALTH COMMUNICATION TO EMPLOYEES

 

The Program shall include a system for communicating with employees in a form readily understandable by all affected employees on matters relating to occupational safety and health, including provisions designed to encourage employees to inform the employer of hazards at the work site without fear of reprisal.  Substantial compliance with this provision includes meetings, training programs, posting, written communications, a system of anonymous notification by employees about hazards, labor/management safety and health committees, or any other means that ensures communication with employees.

 

PROCEDURE I.C.

Safety and Health Communication to Employees

 

The district's policy is to maximize safety and health information given to employees. to this end, the minutes of committee meetings and inspection team results shall be distributed to each college President for further action.

 

Safety meetings with custodial, grounds, transportation, and maintenance personnel shall be held by department supervisors or first level managers at least twice once a month and monthly by department supervisors or first level managers for all other departments to foster open communication on safety and health issues. The District Safety Committee shall serve as the vehicle to comply with communication requirements of law. The communication program shall consist of the following items:

  • District Safety Policy
  • Results of inspections.
  • Minutes of any joint labor/management safety committees.
  • Correction of reports of unsafe conditions or unsafe actions.
  • Cal/OSHA poster, "Safety and Health Protection on the Job."
  • "Annual Summary of Injuries and Illnesses."
  • JPA newsletters:
    • School Safety Update
    • Let's Talk School Safety
  • JPA Monthly Schedule of Training Programs
  • Other pertinent health and safety information submitted by district employees, such as,
    • safety suggestion program
    • safety posters
    • articles from safety magazines
    • articles clipped from newspapers on safety subjects
  • Industrial Indemnity Insurance company film library.

Employees are encouraged to report hazards not directly related to theri individual work assignments to:

  • Campus Business Office
  • District Safety Committee
  • District Safety Officer
  • Senior Director of Facilities Planning Development and Maintenance
  • Immediate Supervisor
  • Risk Manager  Director of Risk Management/Benefits
  • College President
  • Site Safety Inspection Team

The report may be written or oral and may be reported anonymously, if desired.

 

Employees are obligated to notify their supervisors of any known unsafe or unsanitary condition at any District work location.  No reprisal of any kind shall be taken against any employee as a result of that employee's report of any unsafe or unsanitary conditions.
