Notice of Appointment

Trustee Area 1 - Santee, Winter Gardens, and Lakeside

Following the conclusion of second interviews at the special public meeting held on Monday, September 22, 2025, the Grossmont-Cuyamaca Community College District Governing Board provisionally appointed Cindy Page to serve as Board Member for Trustee Area 1. Trustee Page will serve in this role until the next regularly scheduled election on November 3, 2026. 

NOTICE IS HEREBY GIVEN, pursuant to Education Code Section 5092, that

On July 31, 2025, a vacancy occurred on the above-named governing board; and 
On September 22, 2025, the remaining members of said governing board appointed Cynthia M. Page as the provisional appointee who shall hold office until the next regularly scheduled election for district governing board members on November 3, 2026; 

The provisional appointment confers all powers and duties upon the appointee immediately following his or her appointment; and

Unless a petition calling for a special election is filed with the County Superintendent of Schools within thirty (30) days after the date of the provisional appointment, it shall become an effective appointment; and

A petition calling for a special election shall be filed with the County Superintendent of Schools, 6401 Linda Vista Road, San Diego, California 92111-7399, not later than October 22, 2025, and shall contain the following:

  1. The Registrar of Voters’ estimate of the cost of conducting the special election.
  2. The name and residence address of at least one, but not more than five, of the proponents of the petition, each of which proponent shall be a registered voter of Trustee Area 1 of the Grossmont-Cuyamaca Community College District.
  3. The text of language of the petition shall not appear in less than six-point type.Signatures of at least one and one-half percent (1-1/2%) of the number of registered voters residing in Trustee Area 1 or twenty-five (25) registered voters of, whichever is greater, at the time of the last regular election for governing board members.
  4. In districts with registered voters of less than two thousand (2,000) persons, a petition shall be deemed to bear a sufficient number of signatures if signed by at least five percent (5%) of the number of registered voters in Trustee Area 1 at the time of the last regular election for governing board members.

A petition calling for a special election shall be prepared and circulated in conformity with the requirements of sections 100 and 104 of the Elections Code.

 
Fact of the Vacancy
The vacancy in Trustee Area 1 arose after former Trustee Desiree Klaar relocated her primary residence outside of the Area 1 boundaries, which made her ineligible to continue serving. She officially resigned effective July 31, 2025.
