Grossmont-Cuyamaca Community College District once again receives an A+ rating for bond transparency

EL CAJON, CA – The Grossmont-Cuyamaca Community College District once again received an “A+” bond rating, considered a “100%” perfect score, from the San Diego Taxpayers Educational Foundation for transparency related to its $398 million Proposition V bond program. This marks the third year in a row that the District has been recognized with a perfect score for the financial transparency of the current bond program.

The District was one of four San Diego County school districts, out of 23 evaluated, to receive a perfect score on the nonprofit’s 2025 SDCTA School Bond Transparency Scorecard. The San Diego Taxpayers Educational Foundation conducts studies in support of the San Diego County Taxpayers Association.

Districts were rated based on a 28-point rubric, and could receive a score out of 27 possible points.

These included online information available to the public, including committee bylaws; committee members; meeting agendas and minutes; annual reports; performance and financial audits; project lists, descriptions, and progress; bond background; contacts; vacancies listed, and other resources.

Other factors included the accessibility of budget documents; program status updates; detailed discussions of projects; basic financial information; expenditures itemized by project and site; and audits performed by third parties, among others.

East County voters approved the District’s $398 million bond measure, Prop. V, in 2012. Bond funds have enabled the District to make major upgrades at its two college campuses, Grossmont and Cuyamaca colleges. Some of those projects include vital renovations and upgrades to multiple classrooms and instructional spaces, as well as veteran’s centers on both campuses. With this funding, the colleges have been able to provide enhanced and expanded career education programs and access, vital skills training, and job placement services that local and regional industries and employers need.
