District Director of Information Security, Steven Domingo, named as Cybersecurity Leader to Watch

  

 

El Cajon, CA – On April 7, 2026, Steven Domingo, Director of Information Security for the Grossmont-Cuyamaca Community College District (District) was named as a California Community College Cybersecurity Leader to Watch by CISO Whisperer. Mr. Domingo is one of five information technology and security leaders in the California community college system to be named by the organization. 

Mr. Domingo, who has been in his role for over two years, is responsible for managing the activities and operations of the District’s information security needs. He provides guidance and counsel to the District and college leadership team, academic leaders, and the college community in defining objectives for information security, all while focusing on building teams. 

According to CISO Whisperer, directors like Mr. Domingo are providing cybersecurity leadership that is tied to infrastructure, service delivery, and institutional operations. These are not abstract security roles removed from the day-to-day needs of districts and campuses; their roles are within districts and colleges that support continuity, usability, and governance, while protecting complex systems that serve students, employees, and administrators across large public education networks. 

Through rigorous processes and procedures he has helped implement, Mr. Domingo ensures the District is adhering to standards and best practices to protect the restricted information of students and employees. In addition, Mr. Domingo is building upon the information security strategies that the District put into place in 2023, and continues to advance the security standing of the District. 

Mr. Domingo is well suited to this work; with over twenty years of experience securing networks for a diverse range of industries, including higher education, credit unions, managed service providers, and a biopharmaceutical company. In his previous role as the Manager of Campus PC Services at the San Diego Community College District (SDCCD), he led a team that strengthened the cybersecurity posture of the network and provided technical support to the district’s employees. Steven played a key role in implementing SDCCD’s first asset management system as well as developing a handful of cybersecurity policies.
